I've actually decided to buy an iPad Pro instead of a MacBook Pro. I have some questions about split view/slide over. Can any app be used as slide over since its pretty much a longer iphone app? e.g snapchat instagram. does reddit/youtube support slide over/split view? does any app in a certain position?

No. No. No...to answer your questions. For example, Clash of clans does not appear in the slide over menu. If it is already the main app and you slide in another app, it will stop the activity of the game completely until that slide window is removed.

Of the apps you listed I can only confirm that with iOS 10 Youtube supports split view in 75/25 (both ways) and 50/50 modes. It also supports slide-over both in the background and foreground, but obviously if it's in the foreground and you try to interact with the background app it will slide away and pause.

i dont see why they dont allow you to slide over the iphone version of an app, or 50/50 a portrait ipad app?

I like the idea - it would allow “use” of some popular iPhone-only apps on the iPad, with Instagram being the main example coming to mind. Both Slide Over and Split View (70/30) would be very useful.

I just tried Instagram and Facebook apps on iPad Mini 4 running iOS 11 Public Beta. Neither can be opened in Split View or Slide Over - they both require full screen or nothing (however you can open a Slide Over app on top of Facebook and it stays active in the background).

I get where you're coming from with that idea. I think (I am not a programmer) it has to do with coding. Apps are shrunken to an "iPhone" size window in the 75/25 format, but I don't think the app itself runs exactly as an iPhone app would. Probably would have to add some strings that make it not only look as the iPhone counterpart but run exactly like it too.

I think its because for iPhone apps, there is no concept of split view. iPad apps are designed a certain way to allow for split view. But like you, I dont see why Apple just didnt build this feature natively in iOS for iPhone apps on an iPad.
