Questions on Monthly Thread rules

Earlier today, my post was taken down for being posted too early, (for reference this was for October and was posted September 30th) is it a definitive rule where you can get warnings for early posts? Thank you for the help

Based on the rule against regularly annoying other members, such threads should be started only after the start of the month (in the UTC time zone, technically).

We ask that users not race to start threads.
