Quick question about Push Notifications ...

Do you have to activate it for each application that allows it?

or how do I activate it?

When you open an application that supports push for the first time (either from the start or after you download the update for it), a message should pop up asking if you would like to allow it to use push notifications. After that there will be a new tab in setting for notifications where you can turn it on and off (though the default will be on if you said allow on that message).
