Quick Question regarding application access

It seems to happen more and more lately... The scenario is as follows..

I launch CS2 it works for a little bit I close out. Then I try to launch it and the icon bounces for a sec in finder but doesn't open. Same with a few other apps such as flickruploader...

Then to top it all of I will be using Quicktime or Itunes and the Menu bar (At the top) doesn't appear for anything but Finder. I will have to relaunch finder before it shows up again..

Running OSX 10.4.9
 
it does seem strange... though CS2 is a rosetta app so will run slowly/not as well, have you tried the CS3 beta or CS3?
