iPhone Quick Reply and 3rd Party Apps: no keyboard

Hi,

ever since iOS 9.3 and even on the latest beta i am not able to reply to messages from the lockscreen or the notification center. It does work for iMessage but when i try it with any other 3rd party app the keyboard doesnt show up.

any idea? i already tried "Resetting All" and even restored the iPhone
