Not unless developers implement it, but to my knowledge, developers haven't been given access to that API in the first place.

Quick Reply, like in Messages, where you can type a message in the notification banner, is only for Apple apps. All third party apps can do is add action buttons.

True, actually. You can put a button on a notification that says "reply", but it will take you to the app to reply. You can't reply in notifications themselves.

Read post 28. The API is for action buttons only, not Message-style quick reply.

It's a very deceiving reply button. Just opens the Facebook app.
