Quicktime Registration Cross Platform?

I own QT7 Pro and use it on my Mac. Recently while in W7/Bootcamp I tried to use the same registration code on QT7 (in Windows) and it told me it was an invalid registration number. So tell me, does Apple expect me to purchase a separate QT license for Windows?
