Hi,
Two problems.
1) before the cpu upgrade the Mac saw all the ram banks, but after updating the cpu and reset the Vram the Mac does not see the memory bank in slot 1.
Does anyone know why?

2) I have a Lg 32UD89-W 4K monitor
As you can see from the attachments, the system recognizes it but does not allow me to set it in the right resolution.
My Asus Gtx970 does not support 4k?

i would try these things for your first issue

1A) reinstall your original CPUs to see if all RAM slots are recognized properly with the known good CPUs. If everything is working then it could mean something is up with the newer CPUs
1B) swap your new CPUs from socket A and B. if the missing RAM slot moves with the CPU then it is the CPU. If it doesn't move, meaning the same RAM slot is not recognized, it could be the socket or maybe the RAM
2) swap the RAM around, for example, swap slot #1 (the current "missing" one) with slot #4. if the slot that comes up "missing" has followed the swap then its the individual RAM stick

In order:
1A) i try to install original cpu but it's not work....
1A) always the slot 1 is empty
2) always the slot 1 is empty...

slot 1 and 2 did not work either
I thought it could be the contacts of the cpu so I slightly unscrewed one of the four screws and slot 2 started working again ...
I tried various other combinations but without being able to make even the slot 1 work ...
if I unscrew too much then the mac will not start ...
if I keep a memory bank in slot 1, a red LED is turned on.

Using Display Port?

I try with HDMI (2.0) and DisplayPort (1.2).
Bot not working in 4K.
The different is that HDMI work at 30 hertz and the other at 60

You don't have HDMI 2.0, the card has HDMI 2.0, the monitor has HDMI 2.0, the cable is HDMI 2.0 compatible, however, web driver won't give you HDMI 2.0. You are only running at HDMI 1.4, that's why limited to 30Hz, you can pretty much forget about HDMI connection for any 4k monitor if you want to use Nvidia GPU in macOS.

But Display port should work.

With the new cable I have 60 Herz but only with the app I have 4k.
When I restar the Mac I not have signal for monitor... I need to reinstall Nvidia Driver Manager...
The app see the monitor like a 27' LG Ultra HD, but really is a 32'... it is not compatible I think.

Now remain only the slot 1 of memory to adjust
