As Apple's web site states, it is not. Order the machine with the RAM size you want, either 2 gb or 4 gb.

And regarding the optical drive....

Only thing I MAY need it for is Microsoft office... (school for her) is it downloadable, or I need a DVD rom, are there less expensive options than the apple SuperDrive?

I believe Office for Mac comes with a flyer in the package with details on how to download it specifically because the MBA doesn't have an optical drive. If I remember correctly, it says this on the retail box.

My copy is from my MSDN subscription so I don't have a retail box on hand to check out. I just remember this from looking at it at a retail store.
