General Random numbered folders in /var/mobile/Media/Downloads/

In my directory I listed in the title there are a bunch of random folders with a bunch of numbers for the title. Some of them don't have anything inside and some have iTunesMetadata.plist in them. These weren't here in the beginning, they just randomly started appearing. Does anyone know what these are and is it okay for me to delete them? Here are a couple of pics of what I am talking about:

looks like you're downloading something via your browser but the download doesn't finish and you're left with an empty folder

I haven't downloaded anything from my ipad browser, chrome or safari. Just been using my ipad for streaming sports son.

Another possibility is that those folders were once temp files but they got flushed out after you closed the browser or something
