This is not an iOS bug. It's likely caused by a jailbreak tweak. You'd be better of posting this in the jailbreaks section.

can't agree with that. as i stated it started happening when i updated to 7.1. all was well when i was on 7.0.6.

no new tweaks, completely the same set up as before

There are no reports of this issue on a non-jail broken phone. It could be a tweak conflict with 7.1, but the issue stems from the jailbreak.

Find me an example of this happening on a non-jail broken phone. Until then, it's more than likely an issue with the jailbreak.
