Mark them as a favorite. I just tested it with a PDF and it seems to keep a local copy on my phone.

You can also export those files to your local storage and use a PDF viewer to read them.

I have the same requirement. What I did was get the DropSync app and sync my Dropbox contents to my SD card in real time.
