Well, you can buy one here for 349 and cancel the contract with a 90 dollar termination fee along with one month of a 15 dollar plan. This is by Fido. I do not know if they might allow US citizens to purchase their phones BUT they don't require social security numbers. It is in Canadian Dollars.
What you can do is tell your friend to buy it for you and pay him back for the fees.
