Some apps are still showing the old on-screen keyboard.

Do you think this legacy keyboard is still existing in the final build and only explicit updated apps for iOS7 are shows the new keyboard?

I don't know whats the reason that the old keyboard design still exists.

I don't know whats the reason that the old keyboard design still exists.

Because it's a developer preview and likely the legacy APIs have not yet been updated.

I think that's quite possible. Some apps attach their own toolbar to the keyboard (LogMeIn, Prompt, etc). Those apps would look terrible with a mismatched keyboard until they're updated.
