Followed a download indicated in blue from the article on Safari problems.

Resulted in Apple Support & re-installation of OS.

No further comment.

I clicked on the blue underlined link and followed the instruction. Result was locked Safari (believe this is called a kernel panic)?

This is obviously a total mess caused by me. I am not usually this stupid - but if I can do it - well I suppose any other idiot could.

As best I can tell that link does point back to Apple:

Can't speak to what went wrong with your installation/update but it looks like the link is legit.
