You know you could say what the download was so as to keep others from potentially having the same issue. Just saying..

I clicked on the blue underlined link and followed the instruction. Result was locked Safari (believe this is called a kernel panic)?
This is obviously a total mess caused by me. I am not usually this stupid - but if I can do it - well I suppose any other idiot could.
I never download anything, not from Apple - but I just did - IDIOT!!

As best I can tell that link does point back to Apple:

Can't speak to what went wrong with your installation/update but it looks like the link is legit.
M1 Mac minis don't run Catalina. So probably that.

On reflection - M1 Mac Mini - told you it was my error. But as I say if I can anyone can.
Not sure what else you expect MR to do here. The link was enclosed in a section called "Page Loading Issue on macOS Catalina".
