Whenever I use an app like the Podcast or even the Alarm clock, it shows a banner at the bottom of the screen and its annoying and even would show up from the lock screen as well.
There not Notifications as I turned those off, but I don't really know the name of this feature what I am questioning about. It just really annoys me that I cannot think of this features name.

Was going to make a screen shot, but the banner was gone.

Do you know what I am referring here? Because I don't know.

Again, there are not notifications, its like a banner.

For example, when I woke up, I saw the banner below my screen "Good Morning" for the alarm clock.

I am trying to get rid of these banners. But how???
Its not just the Podcast that's appearing, but alarm clock and a among other apps.
How can turn this off?

Have you read through the linked threads that discuss it all?
 
You can see that little notification at the bottom of the screen when you view running apps (press home button twice)
It's really not a "notification" per se, just a suggestion - maybe the last app that you were using.
I think it might change depending on your use (and, well, your current location, just iOS suggesting that the last time you were in this location, you were using that app)

So, just an app suggestion, often the last app that you were using?
Or maybe just one that is still in memory.
I think you can turn that off in Settings/Privacy/Location Services/System Services.
There is a toggle there for "Location-Based Suggestions"
I think that's the one you want.
