what are those files for?
why are they in there?
should i delete them every time i see them in my trash?

When you move something to the trash it doesn't delete straight away. It's meant as a safeguard so that if you accidentally delete something you can get it back immediately and easily. If all of the files in your trash are definitely useless to you select the Empty Trash option, which will remove them from your disk or USB stick (whatever they were on in the first place).

Misbehaving apps or an app quitting unexpectedly/being forced quit can also create Recovered Files in the Trash. Doesn't have to be a computer crash or forced shutdown.
