I have a MacBook Pro 2013 I would like to recycle at a hazardous waste recycling center. Do I need to sign out of iCloud and iTunes before I recycle it? Thank you.

Yes, unless you want others to access your data and possibly use your credit cards to purchase things.

Why not sign out of iCloud, restore to factory and then give it to someone in need?
Just pop into a local community coding club or job center and ask those in charge who they feel it would most benefit.

Have you considered trading it in or selling it? That way you can get some extra $$$ for it. Why does it need to be recycled?
 
If it's still working, why not just "wipe the data off of it", install a clean copy of the OS, and either sell it for a little money, or even give it away...?

If it's still usable, it's a shame to get rid of something that nice...

The SD drive and 2 USB ports do not work plus I may have a swollen battery.

So only the TB ports and HDMI work...That is manageable with adapters. How do you know the battery has swollen? Have you opened it up to see? If it is swollen, stop using the device immediately. iFixit and maybe OWC sell replacement battery kits.

Sorry, here is what know doesn't work: one USB 3 Port and the SDXC card slot.
I was having trouble with the trackpad and eventually took the computer off the platform fan and noticed it didn't lie flat anymore. I deduced a swollen battery so I just put computer in a large, metal can with a matching metal lid and put the can under the back patio for now. I would rather get it off my hands and move on as it apparently could be a fire/bursting battery waiting to happen.

Do you still have use for the MBP? And are you willing to replace the battery and spend a little $ to get it working again? If so, I highly recommend you look into a battery replacement kit. Your 2013 should be good for several more years with a new battery.

Swelling is the batteries safety mechanism, plus there are alot of other safety mechanisms in its electronics. The chance of fire or explosion is near zero unless you were to stab it with something metal.

You do not "need" to sign out of anything, but it's pretty easy to sign into icloud from a browser on another device and remove it.

I suggest you sell/give it away on facebook marketplace/craigslist/gumtree or go to your local computer repair place and ask them to make you an offer. They would be delighted with it. For a skilled person the usb and sd card is an easy fix, as is the battery.

Agree with this one, if your old macbook still working, you can donate or gift to community developer or non profit organization or something like that, maybe still usefull for them.
 
If it's a 15 inch model, I'll gladly take it off your hands. Mine needs a new display.
