When you open Settings, is there a notification on another area? Like "Finish setting up iPhone"?

Or turn on Two-Factor Authentication? Settings, top of screen, beneath your name. (The red reminder's called a badge.)

Check your iCloud back up- you may have had a failed one and it’s there to prompt you to do it manually.

Are you by chance enrolled in the iOS beta program? Not sure if that could be why, but figured I would ask.

What about performing a hard reset on your phone and see if that clears the badge?
its on my ipad , i did hard reset 2 time but the badge is still there , i read that signing out of icloud should help , but it says that it will delete all my data

It's probably an iCloud storage limit warning. Have you reached your limit?

If that's the case, you'll need to offload/delete media off your phone and re-sync or upgrade your iCloud storage tier to get rid of that badge.

Correct me if I'm wrong but I believe it'll only delete it from your iCloud and not your device. When you resign into iCloud, it should re-sync/upload your devices contents back to it.
