Is it possible to reduce the frequency that files placed in a Dropbox folder are uploaded to the cloud? I use a Dropbox folder for class notes, which are sometimes updated every couple minutes. This ends up getting sent up to the cloud, which undoubtedly affects my battery life.

Is there any application that can open it at a particular time and then close it at a particular time?
 
Dropbox uploads files that you place in your Dropbox folder. Keep your class files in a separate folder until you want them to upload, and then put them in the Dropbox folder. Keep it simple.
