Reduce Interruptions disappeared

Came to Japan, the functions disappeared.

Did a fully restore on 17 Air. Still like this.

Have a 16 Pro which did a restore at other country, the Reduce Interruption option is remain but the functions are missing.

Rest iPad Pro M2 also missing on it.

The weirdest situation ever met. No news or discussion of it.
