On my ipad I can reduce whitepoint to the point where using max brightness is actually comfortable. On my mac there is a white point option under display settings but that just makes the screen warmer or cooler, it does not actually reduce the intensity of the display's brightness.

I found an app called gamma control 6 but its $19. Is there a cheaper alternative?
 
On the Mac you can use the free Display Calibrator Assistant to select a target white point. It's a bit more work than it is to set the Reduce White Point via the Accessibility settings in iOS/iPadOS, but it's built-in and might be worth a look.
