It seems like my iPad is downloading a bunch of files from my iCloud Drive in the background. On my Mac, I can set my iCloud Drive to "Optimize Storage" which will only download files as I use them (and I can right click and select "Remove Download" to remove it from my local machine while still keeping it in iCloud). Is there an equivalent way to do this for iPad?

Did you restore from backup recently? If so, that is probably why iCloud files are downloading onto your iPad. I am guessing they were already on your iPad when you did the backup. Setting up an iPad as new would not cause that to happen.
