If I buy a 16gb iphone today, and then decide to sell it over the summer to get the "new" iphone, would the fact that I bought a refurb 16gb today effect the resale price later? Or if that is my plan, should I buy a new phone today? Thanks for the help!

No, it shouldn't matter because you are still using the phone for a few months. I would go with a refurb.

Yeah, buy the refurb today as it'll have previous owners anyway when you sell it, even if you bought a new one today it'll still be 2nd hand when you sell it. Go for the refurb in my opinion and enjoy the new iphoney goodness later :)
