I know the Military/Veterans discount can be used on Refurb items that are 15% off. I've combined them many times. I've heard the edu discount works too with Refurb items also.I believe it's one or the other. I don't think the edu discount can be combined with refurbished ones.

That's not so for the veteran's discount.
It can definitely be combined.
I know because I bought a Mini by using it.
I did this:
- signed into the veteran's discount page (using IDme)
- sign-in drops you back to Apple, on a new page with veteran's discounts pre-calculated
and then...
- scrolled to bottom, where the link to "certfied refurbished" still appears
- clicked on that link, and was taken to a new refurbished page where ADDITIONAL discounts (for refurbs) were now offered.
I bought my m4 Mini (32gb, 1tb) for just shy of 25% off the "new, retail" pricing.
