Prank phone calls? Really?......How grown up of you.....

If the DQ was in violation of code by either not having a public restroom or not allowing you to use one, they should be reported to the local authorities and head office, as suggested by snberk103. But posting their phone number and suggesting that people prank call them isn't cool and undermines your effort.
 
Laws vary, but I know where I live restaurants are only required to have public/customer restrooms depending on the amount of customers they can accommodate. When I worked at a deli we didn't have public restrooms because we only had seating for 8 customers, I believe the requirement was if there is seating for more than 18.
 
Most every stand-alone (not located in a mall) Apple Store I've been to has restrooms. Staff generally do an excellent job of keeping them clean and well looked-after. They can be a real lifesaver on the mean streets of Manhattan, that's for sure.

I've used the restroom at the Apple Store on Fifth Avenue, and was surprised at how 'unApple' it was. Nothing wrong with it - clean and tidy ... just that it was obvious that the store's design did not extend beyond the actual retail space. It was just a very plain and boring restroom. I certainly wasn't expecting anything earth-shattering... just something that was at least one step up from a McDonalds loo.

In some states restaurants are required to have restrooms available for customers. I believe the cashier made a mistake and the owner of the Dairy Queen will send you an apology.
