It's supposed to allow me to use Yosemite's Messages app to send text messages to non-iMessage recipients (via my iPhone), right? Because I can't seem to do it.

There should be a notification that pops up on your phone and asks for permission to let you do it.
 
This feature your describe is not technically 'handoff' (which is to start a task on one device and pick it up on another), however it did make me wonder if there's handoff for messages and if not why not? If not I guess they're usually pretty short so it's not a big deal.
