Is it normal procedure to relaunch the Finder just to be able to see icons changes?

If I choose 'change all' under the 'open with' section on an info window, the file I'm editing's icon will change just fine, to the icon of the app I've selected. But other files of the same type remain with their old icon(despite opening just fine with the program I just selected) until I relaunch finder.

Depend what icons you changed, system icons of folders...folders = no system = yes 😉

I did the change all for .txt files and .jpg files etc etc.

Well then it is normal, because then you are changing everything the OS will display for certain item.
