Release of iOS4

i'm presuming that itunes will stagger the updates unless you manually look for it, last couple of years, the .ipsw file web address gets posted around here and people just get it there and manually do it. no-one knows the time, it has varied over the years.

oh and there's already about 10 threads asking what you have asked, most are on page 1 of this section of the forum... shoulda just looked and you woulda got ya answers...
