Reliable place to buy a 4s brand new?

Amazon has some sellers that list phones as new, but then a lot of user reviews say they actually received a used phone. So is there a reliable website for buying "new old stock" for out of production phones like the 4s?

Apple discontinued the 4s when they introduced the 6/6+, just like they did the 5 when they introduced the 5c and 5s.

Wouldn't any "new" 4s now be "used"?

I guess the more important question is 'why?' You can get a 5 for relatively cheap nowadays, and it's a much faster and better phone for modern use.
