Remapping Keyboard Shortcuts: Add(+) button is unavailable

I'd like to remap keyboard shortcuts in my iMac(10.7.5). According to the Mac website this can be accomplished via "system preferences"->keyboard->"keyboard shortcuts"->Add(+). However I don't see an Add(+) when I select "keyboard and Text Input" - the Add(+) button only appears when I select "Application Shortcuts" (please see attached images); images from online tutorials show the Add button present in both contexts. I've trawled the web for solutions, but I'm stumped. Any suggestions? Thanks.
