Those of you not finding any updates ... it's most likely that you already updated or started setting up Home stuff after the new architecture was rolled out.

(I updated a while ago and clicking contains nothing about any upgrade, so the OP saying you can check whether you're up to date or not isn't correct. Whoever wrote it didn't properly read the Apple support note they link to.)

The update discussed here was introduced 2 years ago...if you haven't updated by now you either dont use Homekit regularly or you dont know how to use an iPhone. This message is for all the people who refused to update two years ago and will now be unable to use the Home app

Nice to have one final reminder. No reason to wait any further. Think everyone will have to update now.
I wonder whether Apple is doing this partly to stop people using iPads as home hubs, so people splash out on homepods or Apple TVs.
