remote file sharing with a windows computer

ok people, here we go...
i have a file that i want to share with a windows friend, we are at different uni's but i would like her to be able to access this file.
How do i go about doing this?
i think i have things set up at my end ( firewall, sharing permissions etc.) but what does she need to do? does she just allow file sharing and then type in the i.p. address thingy?

What you're trying to do is set up a local file-sharing network. It won't work if you're not on the same network. Check out DropBox.
