Randomly, my appleTV remote (current generation with the USB-C port) stopped working. Sort of. Only the top button/slider and the 4 surrounding directional buttons work. All of the buttons below do nothing except for if I double tap the home button to switch between or close apps. The weird thing is that this is also true for the remote app on my phone when using it instead to control the appleTV. However, once the battery completely died on my appleTV remote, all of the buttons on the phone remote worked correctly again. Once I started charging the appleTV remote up at all it went back to not working correctly - both the remote and the phone app.
Currently, the only way to go back on anything, including leaving an app, I have to double-tap the home button and slide up on the application to quit it, then go to the main window and restart whatever app I was using.

I've done a regular restart on the appleTV.
I've done a hard (unplug) restart on the on the appleTV.
I've done a restart of the remote.
I've done a re-pairing of the remote.
I have not thrown the remote or appleTV across the room...yet.

Any help is appreciated. Thanks!

The remote is a small computer. Try restarting it.

OP said they already restarted it.
