This is exactly why I haven't updated past Mojave, and why I won't buy a new Apple computer unless I can install Linux. macOS has become so damn bloated with stuff you can't remove anymore (language files, desktop pictures, speech, etc.) as well as unused apps. I believe there's still a way you can mount the read-only system drive and delete the files, then boot off of that "snapshot" with the "signed system volume" disabled. At that point it just becomes so convoluted, you're not actually saving any space, and it will most likely be reverted or break during the next update (which, by the way, are no longer simple .pkg files, they're now essentially iOS updates).
Oh and don't forget you can't upgrade your storage to fit this bloat, it's soldered!

Yup, you no longer own your computer. You'll do what Apple allows you to do. I'm amazed terminal still exists, or at least sudo.When sudo bash ... rm -rf fails ... there is far too little control.
