In iOS 14, there is still no option to remove download like in Catalina.

Ohhh you don’t mean delete them.
If you’re talking about the downloads folder in iCloud Drive, I didn’t think those downloaded to the device. They either temporarily downloaded if you open them and go once your done, that’s why they take time to open.
That’s why there’s not the option you’re after.

What I'm asking to a feature like for files that are store in the iCloud drive and also downloaded can be removed so that does not take any storage, and I can download it back when I need.
Like I said, from what I see, on iOS devices, it only downloads from iCloud to open, then removes when done, so the option you’re asking about is pointless.
Sorry I don't understand, it seems files I have downloaded haven't been removed, and how does the files APP know I am done?
For example, I upload a 10G file from my laptop to iCloud, I then download on my iPad, then the file will take 10G storage on my iPad. But when I done with that file, it still takes 10G storage. How can I remove the download but not remove from the icloud is what am asking.

the way I see it is that it’s one of those cases where Apple does not see the need since iOS is automatically removing things when you are running low on storage space and they don’t provide you the choice to do it manually, which is really a shame but that’s Apple sometimes
The beta of iOS13 had the ability to specifically pin and unpin iCloud files. I think it also allowed you “eject” files - as that’s what it’s called. The API supports it, but somehow Apple wasn’t able to add it to Files app.
