Reordering the Icons In the Menu Bar

I know there is a program for this, but I cannot find it anywhere.

That would seem like a *must have* for me. I can't see introducing a third party piece of software to get that functionality. Anyway ...

You mean the hardware control menus by the clock? Just hold down command (open-apple) and drag them 🙂
