If you're looking to jailbreak it good. and if not still good. The newest 6.1.3 has been receiving a lot of comments on the bad battery life. I have noticed my 6.1.3 ipad draining much faster too. I would keep it there.

Is there anyway to update to 6.1.2 without going to 6.1.3? I can download the ipsw for 6.1.2 at iclarified.

No. You cannot update an iPhone 5 to 6.1.2 anymore. You either are either stuck with the firmware you have or have to update to 6.1.3.
