I have jailbroken and unlocked dozens of phones and never had this problem, but I have been having it all day:

After the jailbreak, I open cydia to install the packages. While it searches for the packages it keeps saying cache failed / repo666 not found...

Is the server just down. Should I just try later?? Any help is appreciated.

(3G Model on OS4 / tried 4.0.1 with same result)

The repo is down. You will have to try later.

MuscleNerd says to use repo666.ultrasn0w.org for now

Thanks, I was waiting for this answer in another post. Tried it and it seems to have worked. Unfortunately I can't verify to see if its unlocked because I don't have a sim from another carrier. So if I place the Tmobile sim, I need to turn off 3G. When that's done, I can place a call and the internet should work, correct?
