It is a necessary and cost down strategy to make Apple AI compliant to Xi's reign.
That is to say I'm assuming Apple is not to use the Tencent model but it's integrated OpenAI model.

ChatGPT is official blocked in China (just like Google search, Meta and etc.), but Chinese software business had fully braced and integrated OpenAI in their applications and business logic via OpenAI API license, overhauled with filters (implemented by OpenAI or China's general mechanisms, I don't know) to comply with national speech censorship.

Chinese citizens ask any of AI chat frontend sensitive questions, such as "Tell me about Dalai Lama“, "Who is President of Taiwan?", you got nothing, even the backend is ChatGPT.
 
That's certainly a big motivation.

But in time Apple will also be kicked out. They are just being useful idiots while local manufacturers develop themselves. Like the Western automakers.
First they copy and then they make it better at a speed no western company is able to. Then they push them out. It’s happening to all the western companies and Apple won’t be the exception. Harmony OS is already bigger in China than iOS. They’ve copied Apples products and ecosystem and are out innovating Apple at lightspeed. Give it three more years and Apple is quitting business in China.

I trust apple has a better view of their business than random internet posters. And they are addressing geo-regional issues as appropriate.
