I have an iPhone 5S running iOS 8.
When I first setup this phone when I got it from the shop, I selected English as language, and then selected United States as the region.

By doing a RESET ALL SETTINGS (Not ERASE), will those settings remain or will I have to select my Language and Region again?

Of course, I know that all the rest of my settings will be lost again like sounds, notifications and all that.

But does the Language and Region options still remain after the Reset All Settings option?

after performing a Reset All Settings, Regional Settings are not retained.
 
If you select the iPhone's "Reset all Settings" option, your apps and files remain intact but all of your preferences and settings are deleted. "Reset Location & Privacy" resets only location services and privacy settings to factory default values.
