Is there a way to completely reset the iCloud Keychain? For several websites I’d tell iOS to not save the password and never ask again but I think I’d like to give it another shot and so I want to start over with Keychain from the start. Any suggestions?

You can delete history and website data in safari settings. This might accomplish what you want, but keychain will still have the password if you try to log in.
You could go into accounts and passwords in settings and delete any saved passwords you don't want saved.

Settings >> safari>> passwords>> edit>> select >>> delete... don't know any select /delete all way... sorry

That's iOS 10.
IOS 11 has a separate preference in settings for accounts and passwords.
