My iPad 2 is stuck on reactivating. I need to reset even though I'll lose everything. How do I reset it so it loads as new?

You will have to hold down the power button and volume button to hard reset it. Which then should bring you back to your origin From setting up as a new device, once you go through all the prompts.
 
Hole both power and home till you see the Apple logo. Release the power button but continue to hold the home button. You should see the connect to iTunes logo. Connect to a pc and it should launch iTunes prompting you to restore the iPad.

Thank you. I just did that; FIVE times. First time I let go when the Apple logo came up. A minute later, it shut down. Second time the logo went away and the activation screen came up. It couldn't connect (since the wifi login screen never showed) and I shut it off. Third time and fourth time was a repeat of the first time. Fifth and final attempt was the activate screen. So ... what's my next step to reset it to factory settings?

I can't connect to a PC. I need to reset and lose everything. Isn't there a reset button? I researched how to backup but unless I get in, I'm out of luck.
 
Most you can do from the device is reboot which obviously isn't working for you.
To do anything beyond that you need iTunes.

Is there a local Apple Store. They will let you use a display to reset your iPad.

Without the benefit of iTunes or a PC, you will have to make an appointment with Apple. If you can't get past the initial start up screen, then there is no way to a reset the iPad without selecting certain options.
 
I want to sell it but who ever,buys it can reset it. My concern is resetting it needs my password and I don't want to share.
