Figure this will be a really helpful thread. I sold an iPhone that I installed the iOS 7 beta onto earlier this year and now it seems the iPhone might be trying to lock itself to my account even though the new owner set his account up and it was working fine until he got back from China and tried to reactivate. I don't see his phone on my account. What can I do for him now? I really want to help. I'm not 100% sure it requires my account but he can't log back in.
 
If there is an iOS 7 activation lock the only two things you can do are:
A) give him your apple ID password to let him log in
or
B) have him mail the phone back to you so you can log in and disable it

Here’s how it works. As before, when your iPhone (or other iOS device) goes missing, you launch the Find My iPhone app on another iOS device, or on the Web at iCloud.com. Tap (or click) Lost Mode, and you’ll be prompted to set and confirm a passcode (provided the device doesn’t already have one), as well as provide a phone number where you can be reached, along with a message to display on the screen (“I will offer a reward” or “We have you surrounded” or “Please give it back”).

That’s all there is to it. The lost iOS device will display your details on its lock screen, and it won’t work until the lock code you just set is entered. If you remotely erase the device, Activation Lock kicks in and prevents the device from starting anew without your passcode.
 
It doesn't seem that the phone is on my account. Might be an issue with his ID.
 
there is a good possibility you might need to give him your ID or ask for him to send the phone. GL
