Hi,
why a cannot set my Dell UP2414q at 4K?
the system set the Dell by default at 1920 x 1080.
I have a GTX 770

Did you connect it with an HDMI cable, by chance? That should still work at 4K, but only at 30Hz, which will be dreadful. Reason I ask is, you show 30Hz at 1080p for the "UI Looks Like" setting. One other thing to try is holding Option when clicking on the Scaled mode to show you more resolutions (which you may already be doing). Another question: what resolution does it use if you choose Default for Display? The same 1080p @ 30Hz?
 
Hold down option when you select scaled (Ridimensionata in the screenshots) and it should give you some extra options. See if the right resolution shows up then.

Displayport is your best bet to get 4k running correctly. You will need to navigate to the onscreen display menu and set the DisplayPort setting to 1.2.

HOWEVER!

There is an issue with your screen model on macOS. See the threat below for details. Essentially DisplayPort 1.2 might not work without a firmware update for your monitor, which Dell seems reluctant to provide anyone.
