When trying to attached a photo to a non-iPhone user in Messages I get "Cannot Send Message" MMS Messaging needs to be enabled to send this message. (Checking Settings for Messages it is enabled).
Has anyone encountered this?

Did you make sure send as mms is turned on under messages settings?

Had the same issue and reported it in beta feedback in ios13 and 13.1. There were More than 10 other reports but issue was “closed” as they couldn’t solve it with info furnished. Turn off wifi and it will work.

Yes, Settings is set to Enable MMS Messaging, this problem has been persistent since Beta 13 from August 2nd. I reported it every new beta update. Not fixed yet,. Set phone back to iOS 12.4.1 and sends fine.
iOS 13.1 same issue..

Who's your service provider? you may need to call them. Have you checked your cellular settings? I had this issue quite a while ago, pictures wouldn't send if the flash went off for the photo. Go to settings, then cellular, cellular data options, tap voice and data, see if your LTE,VoLTE is on. That may work for you. Good luck

Just checked settings for cellular LTE is ON, tried without wifi, LTE on/off. Keep in mind when I put the phone back to iOS 12.4 it works fine with no changes to the settings.. iPad will not send either on 13.1.
MBP appears to send via mesages but recepient never receives the picture.

Sorry that didn't work out for you. Not sure what else to try. Hopefully it will work out quickly though.

Toggle might have glitched so you can try force restart.

Do you have WiFi Calling enabled? If so, is it on when you’re sending it? WiFi Calling issue.

If not, then I would do a network reset. Turn off WiFi if it is on and try sending a random picture again.

Thanks for the input, I just tried both of your suggestions. I thought network reset my do it but no.
Thinking about going back to iOS12.4 and removing the beta profile, then going to the GA version of 13.
Just a pain to restore. have to do a recovery mode restore

All settings correct. Works on 12.x.x. Resets, clean installs, etc., etc., etc. I can assure you everything and combination has been tried. Verizon as usual no help

Update: (Resolved)
I defaulted the phone back to iOS 12.4 and everything worked, updated to public release 13.1 and everything worked. Restored a backup from iTunes and it broke again. Something with the backup was messing it up.
Final effort was to Reset All Settings...
This corrected the problem and my data is all there.
What does Reset All Settings do?
Only your system settings will be reset. You will not lose any apps, data, documents or files.
What this effectively does is to reset some of your Settings to factory default. It’s not a complete removal of settings. It removes all of your preferences for Wi-Fi, Bluetooth, Do No Disturb, Notifications, General, Sounds, Brightness & Wallpaper and Privacy.

Thank you Tony_mac!!! I've been chasing this problem since iOS 13 Beta 1!!! Did the reset all settings and all is well now!
