maybe they're using non W3C standard code and it breaks the iPad browser?

How about some links for people to verify against? I have had ZERO problems on these and many other forums. Unless you are ashamed of those forums...I understand...

If you are on a forum that uses IPBoard software...

Turn OFF the RTE (Rich Text Editor) option.

Should fix your problem.

And in case you didn't discover already, use two fingers to scroll through a text input box/window.
