Restore From iCloud Backup Without Updating iOS

Is there any way to restore from an icloud backup or itunes backup without updating iOS? The backup and phone I want to restore to are both running the same version of iOS 12.

You can “Erase All Content and Settings” in your current version of iOS and restore your iCloud backup.

Yes and no. If your backup was made from a device with the same or an older version than the new device then no update is needed.

If the backup was on a newer iOS version than the new device then yes you must update and yes it will be the latest version of iOS.
