I want to restore and erase evereything on my iphone but i cant access my settings app (long story) and if i do it on itunes it will automatically will update to ios 7 :( so what are some options? help me please

For starts, why can't you access settings?
 
One way or another you will have to restore it cause the filesystem is messed up.
Try not to delete things with ifile next time.
What model iphone do you have?

Oh i know, but i just dont want it to update to iOS 7. and iPhone 5 running on 6.1.2

With an iphone 5 you cant really do much even if you had shsh blobs saved.
I'd try using ilex rat but I really doubt it will do anything and most likely it will get your iphone stuck in recovery mode. Since it wont fix/repair missing filesystem errors. But its worth the shot.
Once that type of damage is done usually only way to fix it is with a restore and you'd be stuck restoring to the latest 7.0.3

Cant you use TinyUmbrella to kick it off recovery mode? But i really dont care about the jailbreak, i just want it restored, or is it not possible either way.

No, tinyumbrella wont help.
If you want to just restore it you just gotta plug it to iTunes and hit restore.
It will then ask if you want to update and restore to the latest 7.0.3 just hit yes.
I thought you wanted to stay on JB 6.1.2

To this point it doesnt matter if i loose everything. And i know but the thing is that i dont want my iPhone to update to iOS 7, i want it to stay on 6.1.2

If there is a problem, like what would happen if you used ilex rat, then tinyumbrella won't work.
